The project promoted the harmonisation of policies and investments, ensuring the availability of water — in quantity, quality and reliability — for the different socioeconomic sectors. Covering a basin of more than 160,000 km² across several provinces, the plan incorporated principles of sustainability, environmental protection and natural‑resource conservation.
